I haven't seen that article, (link?), but I would be skeptical for PC memory. (Although I can see it happening in applications like PSX2 or graphics). I doubt if a die shrink would have any impact on the physical and electrical properties of the elements of the current PC bus. The data valid window is quite narrow now and reducing it further would be difficult in the existing environment.
