Given that I believe States' rights should supercede federal power (not the society we have now), I would agree with that in principle.

Then I would advocate a moratorium on capital punishment within all states where the death penalty is currently allowed until such time as Haqi's solution of life without parole or a guaranteed system of eliminating the innocent from the possibility of wrongful execution can be enacted.

Under the Clinton Administration many more crimes now "qualify" for the death penalty than being a traitor.
