Hewitt Announces Auction Plans for Multimedia Access

Patricia Hewitt, the Small Business and E-Commerce Minister today announced arrangements for auctioning radio spectrum for broadband fixed wireless access.

Broadband fixed wireless access allows users to take advantage of cheap, fast internet and multimedia access by radio links rather than down a telephone line.

In a written answer to a Parliamentary Question from Maria Eagle (Liverpool Garston), Ms Hewitt said:

"Following extensive consultation with interested parties, I intend to award by auction later this year licences for the provision of broadband fixed wireless access at 28 GHz. There will be three licences available in each of eleven English licence areas and in Scotland, Wales and Northern Ireland. Each licence will have forward and return channels of 112 MHz. A successful bidder will be able to hold just one licence in each licence area, but will be able to hold a licence in any number of licence areas. Licences will be for a term of fifteen years.

"I will shortly be publishing draft Regulations to be made under section 3 of the Wireless Telegraphy Act 1998 to provide for this auction. The period for comments to be received concludes on 17 July. I hope to lay the Regulations before Parliament by the end of July. With the draft Regulations I am also publishing for comment a draft of the Notice that I intend to issue under the Regulations. The Notice sets out the detailed arrangements for the auction and will include the date on which applications should be made. I am placing copies of the draft Regulations and the draft Notice in the Libraries of the House."

2. Ms Hewitt announced on 19 April proposals for auctioning the spectrum available at 28 GHz for broadband fixed wireless access services ? news release P/2000/278 refers.

3. Views on the proposals were invited from interested parties by 19 May. Details of the proposals and a summary of responses are available on the Agency?s website: www.radio.gov.uk

4. The proposals took account of market and financial advice from KPMG. They were developed in consultation with the Broadband Fixed Wireless Access Consultative Group, which was established in January. There was also valuable input from the Spectrum Management Advisory Group, which provides Ministers with independent advice on strategic spectrum management issues.

5. The Government has appointed ELSECO, who are based at University College London, as auction design advisers. A paper setting out ELSECO?s recommendations for the 28 GHz auction design is on the Agency?s website. A paper setting out some details of the auction procedures is also on the website.

6. Proposals for awarding licences for the provision of broadband fixed wireless access at 40 GHz will be announced later this summer. The current intention is to make licences available later in the year.
