I went though the SEC report on UIC and I see that an
investment firm named, "Steel Partners" has been religiously
buying stock for the about a year now. Almost every week
they pick up just enough not to create any significant movement up in price. If it goes up too much they back
off an wait a while. But if you go over the the SEC.GOV site and the Edgar search for UIC you'll see that they are systematically acquiring UIC stock. Since the stock is relatively flat I don't think they are buying just so they can own stock in a company whose stock languishes. It would be like putting their investment money under a rock. They have something in mind and I assume when they get the amoutn of stock they want, then we will all know.
