Ronald Reagan made a difference because he was part of the Republican party. Bringing hope and potential freedom to millions of people trapped behind the wall of the Iron curtain could not have been accomplished if he instead elected to sit on the sidelines and sneer cynically at the two parties in power. Did he give us all we wanted? Of course not, but when you control only one segment of government you "do what you can". The rest we must do.

In our lifetime there has never been a Republican President and Republican congress. So your assumption regarding there being no difference in the two parties is simply that. An assumption. On the other hand, we've had numerous periods of one party Democratic control. And we know which direction they want to take us.

One important element in regard to laws is the protection of innocent people. Ignoring the results of changes in law as it relates to innocent people and clinging to the hope of 100% certainty while innocent people are killed is not just.

Using your criteria, no law should have ever been enforced and anarchy should have reigned until such time as this wonder drug was concocted. I doubt whether civilization would have survived today if given that reality. The rule of the jungle belongs in the jungle. Not in a place where we desire to ensure justice for the many.

No system of laws involving the interaction of human beings will ever be perfectly reliable. And it's foolhearty to believe otherwise.
