Such a claim would be unenforceable, it would be too broad. I am sure the patent claims, for example, specific techniques or circuits for managing, or related to managing, cache. Everyone needs to understand that DEC's patents make specific claims, not even DEC claims to have patented "cahce" or "speculative execution", but rather specific approaches to aspects of these subjects.
