You are just stating a preference for government over any possible individual or community action that would be voluntary. The collective.

Government exists to do the dirty jobs that nobody else wants to do. Dealing with criminals. Picking up the garbage. Taking care of sick people who have no money or insurance. None of us want to do this stuff, but we need it done, so we levy taxes and hire people to do it for us. Of course not everyone agrees on what needs to be done; that's why we have a political process.

shouldn't individuals and groups of individuals, like the ones who attend to health crises in foreign countries be given a chance or do we go for the collective again.

They barely scratch the surface in foreign countries, and their resources are extremely limited. Somebody still has to pay for it, and voluntary donations will never suffice.

It is easy to say that only those who benefit should pay, but it is difficult to precisely quantify the benefits, since better primary care for the indigent reduces everybody's exposure to disease. One untreated TB case hacking his lungs out on a crowded subway car can cause damage that is difficult to quantify.
