Looks so. I obtained some 100s shares at the AM close and sold them for a small profit in the 13s. Stock has no volume, and the typical ratchet posting on the ask is missing here (in contrast to HLIT).

DO you think Stratus opens today? Should do? Metha has quite a range already (45.5 - 43s).

Actually, the cash level is lower if they completed the buyback of 1MM shares as announced (which likely happened at prices ranging between $15 and $20).
