That seems a reasonable suggestion, though I'm sure that many would object. It's a difficult problem, and no proposal will please everyone.

I'm no expert on Medicaid, but I suspect that a lot of the problems derive from the paperwork involved. People tend to shy away from that sort of stuff, and I suspect that a lot of people don't go until they get really sick, and that problems that would be easier to handle if they were treated earlier end up requiring expensive specialists.

I think that a network of real primary clinics in high-need areas, where people could simply get treatment with no questions asked and would be encouraged to come in at the first sign of trouble, could save as much as it would cost. Dealing with problems early saves a great deal of money, and in the case of indigents, the money comes from us.
