I don't expect you to remember, but Clinton fought the balanced budget until the GOP Congress forced it on him in the prelude to 1996. Never would have happened with a Dem Congress or w/o the GOP Congress pressuring him by passing one.

And as any literate person knows - and you should too - Congress makes and passes the budget.
