The Clinton Justice Dept. just wants a modernization of the "Wire Act" instead of H.R. 3125. The Justice Dept. also objects to all the "carve outs" exempting some forms of gaming. The Wire Act was never zealously enforced. Look at all the bookies in every town.

As for as H.R. 4419, administration officials object to a ban on money wires to foreign countries. Now they'll object to the "carve outs" in this bill.

If H.R. 3125 dies, internet lottos will start up and be very successful especially when they start offering bigger payouts. So H.R. 4419 will die.

And then there are all the constitutional problems with these bills.
