Consider the alternative. Suppose Intel planned their release for July 31 and said nothing. Leaks would let the word out, AMD would announce their 1.1GHz Athlon/TBird a couple of days earlier and Intel would look like they are reacting to AMD again. Now whatever AMD does it looks like they are reacting to Intel. It's just a perception thing but better than the alternative.
