True, there is a difference in HOW they do but WHAT they do is essentially the same which is satisfy IT requirements, if generally projects are on hold they are on hold wether it's IT consulting, customs apps development or packages, when it rains everyone gets wet. Also shrink wrap cannt be used as a raincoat.
