I think you're confused.

IMT-2000 is a family of five standards:

1) TDMA-EDGE
2) TD-CDMA
3) WCDMA - FDD
4) WCDMA - TDD
5) CDMA2000

A GSM or TDMA operator has the choice of upgrading to GPRS, EDGE or the FDD and TDD versions of WCDMA; although, the FDD version of WCDMA is expected to rollout first.

In other words, 4 of the five IMT-2000 standards require TDMA/GSM IPRs.
