Accident, not design, sets the agenda for most EU presidencies. Germany, the last big country to hold the reins, had to deal with the collapse of the European Commission and the Kosovo war -- all while freshly inaugurated Chancellor Gerhard Schroeder was pushing out his finance minister in a power struggle in early 1999.

It fell to Britain the year before to do the final spadework on the euro, a venture of which it is not a member. Prime Minister Tony Blair botched the job of mediating between France and Germany at the May 1998 summit that picked the euro-11 and cut the much- criticized deal to split the term of the European Central Bank president.

Date With Destiny

Whether Britain embraces or moves further away from the euro could be decided during France's six months. A key element of Chirac's ``pioneer'' idea is to give the committee of euro-11 finance ministers policy-making clout, further demoting Britain.
