I do not beleive Ibexx was saying that, the previous
person I was discussing this with did however alude to that.

As for downstream buyers:
It seems to me the 15% was aimed at Samsung
as an IPR hit for their cell phones.
Obviously if Samsung passes on the 15%
to thier customers then the customer pays however
that is unlikely since as I said the customer simply
will not pay for it.
