If, as you say, the INS and only the INS had sole jurisdiction. Why did Clinton and Reno say they were going
down the original path of "family court"?

A politician confronted with a question tends to give the safest and most politically expedient answer. Later an adviser reminds them of what the law says.

Politics is always a consideration, with any politician of either party. In this case, logic, common sense, the law, and public opinion all lined up on the same side of the issue; it is hardly surprising that the politicians followed along.

I don't place much credence in the "Clinton was in bed with Castro" theory, not because I think Clinton would hesitate to get in bed with anybody under circumstances which would create advantage to him (or give him a little pleasure, but that's another issue), but because I don't see how getting in bed with Castro would generate any benefit to him or his party. There's just no payoff.

I think that your personal dislike for Clinton is preventing you from seeing the fact that while this administration's ideological perspective may differ from that of its predecessors, the executive's methods and essentially political nature have not changed much. Its successors will not be much different, regardless of who wins the upcoming election. That's politics.
