I wonder if it would be possible to test the following theory on a computer model for the last fifty years. Buy SP Index funds when the SP PE/ Russell PE is below average, then switch to Russell index funds when the PE of the big caps gets overly exuberant. Right now seems a better idea to buy small cap index funds.
