I have followed Mark Roberts assertions of several months ago that ETSI was going to open up Europe to all modes "soon". I'm convinced now that it won't happen.

In a recent post on this thread (sorry, I do not have the link), someone made the statement that the WTO agreements require that all bans on telecomm technologies be dropped. I took this to mean that denying CDMA a place at the table would be in violaiton of WTO rules. Questions:

Did anyone else see this comment?
Move importantly, can anyone confirm it?
And most importantly, if this "ban on bans" is real, when will it take effect?
