The nineteen countries "deferred" in the latest update are all in Europe and Central America. Except for Russia, none of them alone is particularly significant, but together they account for a non-trivial amount of lost business, while leaving annoying "holes" in what could be blanket continental coverage. Most of them are served by an SP which has opened service in neighboring countries, so the delays can be assumed to be due to local bureaucratic or business issues. Looking at the MIA countries by SP, we have
Elsacom: Operating now in eleven countries; seven (Albania, Belarus, Bulgaria, Hungary, Macedonia, Moldova and Ukraine) are "deferred"
TESAM: Operating in nine countries, (Andora, Belgium, Czech Republic, France, Gibratar, Monaco, Portugal, Spain and Morocco); four "deferred" (Luxembourg, Netherlands, Poland, Tunisia)
Globalstar Northern Europe: Operating only in Finland; Denmark, Norway and Sweden are late.
Vodafone: Operating in UK, late to start in Greece
Globalstar Americas; operating in five countries, waiting on Belize and Costa Rica (according to GLP--this is inconsistent with G*Americas site, which implies service in Costa Rica and possibly Belize, but not in Honduras)
