Art, Some words on Q! charging realistic prices for their technology instead of the current derisory royalties:

It's true that QCOM's existing license agreements prevent them from renegotiating up to 30% royalty rates. Another practical element is the understanding with standards bodies that companies claiming essential patent rights on a proposed technology standard agree beforehand to license their IPR on non-discriminatory, fair and reasonable terms or else the standards body will not proceed with the technology standardization process.

On a related note, an emerging issue may be the all-in royalty rate on WCDMA...if xx companies claim essential IPR and want to collect a royalty in addition to QCOM's royalty on WCDMA, then you may wonder if the manufacturers (and, indirectly, the operators and the public) will agree to pay all those royalty demands? This same level of confusion does not appear to be a problem with cdma2000 1X and HDR (or 1X-EV as some are calling it). UMTS equipment manufacturers and operators may need to consider the impact of overall royalty rates on their final technology decisions (cdma2000 vs. WCDMA).

It seems that Q! is stymied by existing royalty agreements and also by standards groups which will reject the standard without IP being available on terms they like.

A shame [a hundred $$$billion shame].
