IMO, your analysis is right on the money. I think Potvin & Co. just want to move on for a variety of reasons. You list some good ones. Africa is becoming significantly less stable politically. I've been told Kenya is deteriorating politically, also, which is surprising, so your scenario is probably very close to reality. It's very possible they're looking to sell TIO, also.
