When Castro decided to keep Juan from going to his son for three months, and started a propaganda circus, this duped the majority of Americans, but the extended family in Miami know what Castro was doing. He figured, if he could get Americans to ignore that Elian and his mother were fleeing Castro's dictatorship, and that Elian's mother died to bring him to freedom; and if Castro could delay the reunification with Elain's father for three months, or more, then Castro might be able to make the Cuban exiles, who he hates, look bad. It worked!
