The word "free" has a quite broad semantic palette associated with it. "The free world" and "political freedom" are only colors on that palette. They need to coexist with "Free&Easy", "70% fat free", "free verse", "free of moral constraints" and a wide variety of other meanings ranging from the inspiring to the crushingly mundane.

In the more civic-oriented formulation "freedom", we still need to remember that there are two different ways to use the word: "freedom from" some presumably oppressive influence - and "freedom to" engage in some presumably salubrious activity. Often the freedoms from and to exist in a state of conflict, and this makes for fascinating political rhetoric.
