Excellent follow up OMD.

Although there is one point I'd like to make.

"I meant the question as a way to encourage you to increase headcount and salaries. "

Increasing the headcount is unlikely to help unless the process is improved as well.

If the SI programmers are chefs, they're cooking the pasta by throwing it against the refrigerator to see if it will stick. They need to get a thermometer and a timer and do things more carefully and deliberately. I feel like I'm the refrigerator and I'm tired of having undercooked spaghetti thrown at me.
