It doesn't take a lot of cash to drive a stock up; it can be done by controlling most of the float and manipulating the information market. If you have connections with market makers, a newsletter writer or two, a few fund managers, and management of the company in question, it's no problem at all to orchestrate a bubble. It's information and collusion that do the job, not money -- the scheme is self-financing after the first few waves.
