The Save the World Air web site has a link to a video about Pro Hart from 12/20/97: "Inventor and Artist Professor Kevin Hart (Pro Hart) is Interviewed on INVENTION as seen on the Discovery Channel." It's actually quite good. Hart comes off as a wealthy guy who likes to tinker and then share his success with others for the betterment of society. The story mentions the fuel device only in passing.
