Why doesn't AMD grant warrants to SiS, VIA, ALi if they meet certain percentage/quantity Athlon chipset targets? AMD as a non-monopolist can do this legally. Intel cannot.

AMD could also build chipsets for SiS at UMC and/or TSMC since SiS apparently can't get priority there.
