don't you agree that Koreans have tended more toward honesty in the open market as compared to Japan? 2/3rds of the population in South Korea attend "western" style puritanical churches (they have the world's two largest protestant churches - i've read a couple books by a leader of one of the churches - many of the country's leading CEOs, VPs, etc. attend his church, Yonggi Cho) every Sunday; which would make them the highest per capita in the world. a primary moto, according to Yonggi Cho, is honesty in business and public relations. Soros was heavily involved in the country during the last downturn. He considers them "open" (his books). so, sociologically, according to Yonggi Cho, they tend to play few business games.
my first impression was that when Korea stated they would utilize WCDMA, they weren't using it as a prop for negotiations. it signaled that the primary decision was already made. the Bear Stearns analyst seemed to believe them (didn't consider it a mere prop - otherwise he would have stated so I believe, and he's been following their decision making process for several years.).
this doesn't say that they won't be prepared in the event CDMA2000 excells. i personally wouldn't put Korean businessmen and press in the same camp as those surrounding DDI.
Cho's church (1 million members - that is, one building!) even sends evangelists to stir up the U.S. because, he believes, the U.S. has lost their puritanical roots!
