Intel has to first fill up the 933MHz cup and then the 1GHz cup before they can even pour some 1.13GHz processors into the market AND ramp up ANOTHER stepping.

Doesn't it seem likely that the 1.13GHz CPUs would be the result of the new stepping, rather than a separate issue?
