i only address the "commercial" korea...that i've known well since the seventies....from the plant constructors such as lucky, dongsan, dong ha, etc in the middle east to the heavy industries as hyundai, daewoo, samsung in pusan....they are all the same.....

no ying, no yang, no honor in business........they take contracts by bidding below cost, then try to profit by squeezing the downstream....some instances they are thrown off, as they can't complete on time....ongc india gas production modules were typical in the late 80'S...jpns heavy industries such as khi bailed hhi out....

very little home grown technology, they take from others....
