Before this thing is over, I'd bet we'll see a significantly larger discount - one that will ebb and flow as each tidbit of news come out speculating about whether the deal will be approved.

I disagree on that point. I think the discount (20%) is at about its largest that we will see in the coming months. It should trade between about 10% to 20% over the coming months as speculation on the likelyhood of approval goes back and forth.
