Actually, the GOP Congress passed the "Taxpayer Bill of Rights" which places the burden of proof on the IRS - an idea anathema to Dems. The Dems had always supported the idea that the taxpayer has the burden of proof. The Dems - as Clinton and AlGore the Junior make clear - are opposed to any meaningful tax reform. Their position is that the government is entitled to all your income and anything they allow you to keep is, in effect, an expense of government, i.e., government spending. Genuine government spending they mischaracterize as "investment". Orwell warned us about them, the socialist totalitarians and how they pervert the language with their lies.
