On 7/9 Korean gvt promised guidelines by 7/20 on how companies could apply to provide IMT-2000 services. My take is this decision/negotiation process goes on and on.

Specific Guidelines to Select IMT-2000 Operators
Due July 20

The government is planning to present specific guidelines on
how companies can apply to provide IMT-2000 (International
Mobile Telecommunication) services and what the standards for
selection will be.

The Ministry of Information and Communication said yesterday
that all the necessary processes, including consultations with the
legislative body, have been completed and the guidelines could
be available by as early as July 20.

``We are trying to make the guidelines and evaluation system as
comprehensive and transparent as possible,'' said one ministry
official, adding that it will specifically include the number of
operators is been known to be three.

Accordingly, the basic information will be made available in
July with another policy debate taking place the next day before
the final consultation with the National Assembly is held July 18.

``The extra procedures are designed to prevent any side effects
of the selection process which will certainly lead to huge
investments,'' the official explained.

While the official guidelines are not set, most of the important
details have already been made known to applicants and the
public, including the fact that the government will not place a
restriction on the technology to be used.

The official said the guidelines will include, among other things,
the size of contribution to a government frequency fund, the
details of major shareholders and the scope of services such as
digital content.
