I think they have a sweet tooth for young tender trees/leaves.

A few years back, I went on a fruit tree planting spree. The following year, the beetles were so bad, I bought the same things you're talking about(but mine were in the back yard<g>)

I sure did collect a lot of those buggers. But than I began to wonder if perhaps the sweet smell of what ever that stuff is might be actually attracting more of them than just the normal amount. Anyhow, I haven't used them in a while so I guess I'll never know.
