You are, as usual mistaken. States differ in their textbook approval process. Governor Ed Rivers in Georgia built his career by having the state buy school books for the students in 1930's. Before that the kids bought them themselves. Some States actually manufacture text books themselves. California had a provision that required government employees to do everything possible, so they negotiated with textbooks with the publishers and reprinted them.
Now, in some states, the text book selection process consists of having textbooks customized to the state's demands. Some states require special content -- equal rights for creationism etc. Text book writers are for most part mere hacks to write to the publishers accepted outlines. The states, for the most part, dictate the contents of textbooks. Colleges usually allow the teachers to choose their texts, so its based on the usual process of bribery and kickbacks that has long characterized the industry. Not everybody plays.
