Korea to Announce Mobile Phone Licensing Criteria Later Today

Seoul, July 12 (Bloomberg) -- Korea will announce at 3 p.m. today its licensing criteria for new mobile phone service providers offering high-speed Internet access in a move shaping the future of Asia's third-largest cellular phone market.

The Ministry of Information and Communication, in a draft proposal presented at a public hearing last week, said it wants to select three companies based on the quality of their business plans, allowing them to choose technology standards.

The draft plan called for winners to pay between 1 trillion won and 1.3 trillion won ($890 million to $1.2 billion) per license.

Korea's 26 million-subscriber market, which had five service providers a month ago, is controlled by Korea Telecom Corp., SK Telecom Co. and LG Telecom Co., who analysts see as most likely to win the licenses.

For mobile service providers, a so-called IMT2000 license will help secure revenue and retain customers.

The companies expect increased sales from data rather than voice transmission as users demand mobile access to the Internet with functions such as video conferencing. An IMT2000 license will give service providers access to frequencies needed to carry the volumes of data for video and multimedia files at a practical speed.

The government expects to receive applications by September and award the licenses by the end of the year.
