I disagree with this view. A tax concession is where the government agrees to confiscate less. I don't believe you can bribe anyone with their own money by agreeing to take less. I understand that some hold the view that all assets ultimately belong to the State and therefore whatever the State allows you to keep is actually a gift for which we should all be grateful. I don't hold this view.
