I'm not sure why XLA is not "running up". However, it does seem to me that the rumored deal involving EXDS and GLBX whereby EXDS would purchase Global Centers (net hosting operation of GBLX) could be hugely beneficial to XLA. Global Centers and EXDS are the largest web hosting operations and include most of the major corporate accounts. Merging GC into EXDS would enable XLA to avoid the non-compete restrictions in the XLA-EXDS agreement, allowing them to directly market their cache service to a much wider customer base.
