Jim - the question was regarding revenue, of which IP licenses forms only a part.

Jacob's would like a quick introduction of CDMA. He knows that QCOM is best positioned to deliver CDMA2000 'early' (earlier than competing WCDMA technology). The delay in network rollout implied by WCDMA adoption would clearly hurt QCOM, both in IPR revenues and ASIC sales, where QCOM would face competition from NOK/IDCC and others.

Taking IPR revenue on its own, QCOM have stated what they expect to charge for "WCDMA" - I sense some fudging here. They can clearly set a rate for CDMA2000, but I don't see how they can set a rate for DS_WCDMA. Have the patent pooling arrangement been set already?
