When Tom Foley was speaker, he would never allow a bill such as this to be passed on the floor, because the grandfather clauses of state lottery laws would cover all the future situations.

All the internet law will limit is the location of the server which sells tickets; it must be in the state which it serves. The ISP connection to be limited to the state does not hold because the server would have customer varification of residence in the state where the server can do business. From the previous information releases from elottery.com, they are working in a state limited business model. So, the legislation now in proposal will not effect much of the proposed business elottery.com intended to do.

I think the address and driver's license is sufficient for identification to purchase lottery tickets on the internet. Maybe the senate with Trent Lott presiding will be more sensible to kill such federal internet gambling laws.
