Seems to me that the societal "locus" as you put it, is internalized and becomes the internal locus. A baby is born with no locus- well it is born with a ME ME ME, everything for ME, locus. This is gradually turned into a less self centered locus by the society, via the parents, and later via society and the parents. So I see the internal locus as a combination of our animal natures- our basic drives, and society- whether via our parents or via our observations aside from what our parents teach us.
