The LA. Gaming Commission did a study with undercover agents who were minors. And these minors were able to buy lotto tickets 70% of the time, play video poker 50% of the time, and even get into casinos 10% of the time. Internet security software with background checks for proof of residence and age can do a lot better job than this.

Also internet gaming can have daily/weekly spending limits. Brick & mortar casinos and lotto/video poker outlets could care less.

The final outcome of H.R. 3125 means Congress is just turfing this issue to the courts. So it ain't over yet.
