Defense spending is mandated and is a TRUE responsibility of the government. Just about everything else they do is not.

The trillions spent on social programs and pork projects over the last 50 years have been funded exclusively by robbing the wealth of the American people and redistributing it into sectors such as housing that falls apart, education that programs instead of teaches and awakens the mind, and health care services that many people think they have a right to when no such right exists.
