Those are two separate questions. The off-the-books issue I already addressed by stating that the retailer's supply chain would need to be reported to the IRS, much as it is today. Compliance is voluntary, as it is today, but the IRS would police corporations as aggressively as they do individuals today. Cheaters may or may not be discovered.

On the fairness issue, what could be fairer? If I decide to buy a $2M yacht and pay the govt $400k, what should it matter to anyone?
