More than six weeks after the House of Representatives approved a measure granting permanent normal trade relations to China, things have unexpectedly stalled in the Senate, where concern is mounting about the hidden threat of alleged Chinese arms proliferation. If Congress has not passed PNTR by the time China enters the World Trade Organization--possibly just months away--China will be able to deny U.S. businesses the right to benefit from market-entry concessions it made to enter the trade body.
