It used to be possible to use an electron microscope and analyze the actual circuitry of an IC, but they have grown so complex, and the geometry so much smaller, that this is now generally considered impossible. Which strengthens the point of your question, "How did DEC make a determination that Intel's CIRCUITRY [which DEC would not have access to] was infringing".

As for CISC vs RISC, the Intel chips are generally considered to be CISC. However they incorporate ALL of the features that were originally considered to be the DEFINITION of a RISC processor. Which was exactly Intel's point back in 94 when the Power PC APPEARED to be a genuine threat: The Pentium design offers the best of BOTH worlds.
