Karen, have you read the reports where prominent doctors have gone on the record and said "I would never carry those drugs around with me"?

I never said that Elian was drugged on day 1. He may or may not have been, and to answer your second question perhaps they needed a stronger drug. One which is more routinely used by Cuban agents and therefore something they felt would achieve their objectives in a faster more effortless way.
