Terrance, here in Florida we have what is called "homestead exemption." The first 25000. in value on a home is not taxed. Most assessments are on values far lower than 100% of true value. Therefore, a substantial number of homes are not taxed at all. I, along with many, feel the fair thing to do would be tax the first 25000. and exempt the next 25000. so that every property owner would pay at least a bit. Even 100.00 would be substantial in aggregate.
