I've lived all my life in Pennsylvania, which was still part of the USA last time I checked. I do not believe I quite understood what you meant. My understanding is that when you "cap" someone, you are shooting them. Is that what you meant?

Maurice's ironic response was exactly what I expected from him when I wrote my tongue-in-cheek question involving the French and the American's peace-loving personalities. I meant, and Maurice echoed, that the history of both countries indicates neither should make such a claim with a straight face.

If I have interpreted your statement correctly -- and I expect I may not have -- you've proven my point.
